Am I just paranoid?

The federal declaration of emergency in Louisiana http://www.whitehouse.gov/news/releases/2005/08/20050827-1.html seems to be missing something! The Parishes of Jefferson, St Tammany, Orleans, and St Charles. According to my atlas these comprise the bulk of the City of New Orleans! Can someone please give me a logical reason New Orleans was left out of a specific list of Parishes in Lousiana on the Federal Statement of Emergency? What possible reason could they have for this "oversight"?

This timeline also must not be lost in the deluge of information regarding the FEMA abandonment of Lousisana and New Orleans
